Core Clock MUST be LOCKED at 1300 MHz (CTRL+F in afterburner, all the dots lined in 1300). This should be done with NBMiner v39.6 configured with -lhr-mode 1 and -lhr 74.8 (I personally also use -lhr-reduce-value 0.1).
